According to this, the user has to pay to report bugs? That doesn't seem very good.
And I agree with you. I can appreciate the developer's frustration with free riders (in the sense of wanting you to implement *their* features for nothing), but bug reporting is a different thing. Not to mention the public relations aspect.
When I was more active in #FOSS I was more than happy to accept all kinds of requests and if it was something I could do but didn't bring me value, I would offer to negotiate a #consulting contract. Nobody ever complained.
